Cater Properties Limited is bringing forward emerging proposals for a new landscape led neighbourhood on land at Sunbury Golf Course.
Our vision is to create a sustainable new community that delivers much needed homes, healthcare facilities, high quality public open space and enhanced biodiversity, while responding positively to the character of Upper Halliford and Shepperton.
The initial pre-application public consultation has now closed and we are carefully considering all feedback received.

The Vision
The emerging proposals would deliver:
Around 500 homes, including 50% affordable housing
A new medical centre serving existing and future residents
A new care home providing specialist accommodation and local employment opportunities
Significant public open space and play areas
Enhanced walking and cycling connections
Biodiversity improvements and habitat creation
Sustainable drainage and landscape enhancements
A permanent open space buffer between Shepperton and Upper Halliford to maintain the settlement gap
The proposals have been designed around a strong landscape framework, retaining and enhancing key natural features while creating an attractive and well connected neighbourhood.

The site forms part of the existing Sunbury Golf Course and lies between Upper Halliford and Shepperton within Spelthorne Borough.
The site benefits from a highly sustainable location:
Approximately 1km from Shepperton Railway Station
Close to existing schools, healthcare facilities and local shops
Accessible to bus services along Upper Halliford Road
Convenient connections to the A308, A316, M3 and M25
Close to Heathrow Airport and wider employment opportunities
The site is enclosed by mature planting and benefits from strong physical boundaries including the railway corridor and existing development.
Access
Access to the proposed development would primarily be provided from Upper Halliford Bypass via a new four-way signalised junction and secondary access from Charlton Lane via a simple priority junction
The proposals will also:
Retain and enhance existing public footpaths
Improve pedestrian and cycle connectivity
Create new links to surrounding communities
Promote sustainable travel choices and reduce reliance on private vehicles
Detailed transport assessments have been undertaken to ensure the development can be safely accommodated within the local highway network.

The need
Spelthorne faces significant housing pressures and has experienced challenges in maintaining a sufficient supply of deliverable housing sites.
The proposals would make a meaningful contribution towards meeting local housing needs, including affordable housing, while delivering important community infrastructure and environmental benefits.

An outline planning application has been submitted seeking permission for:

At outline stage, the principle of development and key parameters are being considered. Detailed design, appearance and landscaping will be developed through future planning applications if outline permission is granted.
Feedback received through consultation will help inform these later stages.
